Well, I'm not a lawyer, but I think it is quite obvious that if a licence was required to put up the cut-outs, then I must equally apply for a licence should I decide to stand on Orchard Road with a T-shirt saying 'McShit' or when I tie a yellow ribbon round some road-side tree.
