The W3C and other groups like The Web Standards Project are helping web designers and developers solve these problems by establishing web standards that form the framework of the web for the future.

It’s time Singapore chipped in.

This is interesting. I'm also a victim of what you have mentioned. You have my support.
By the way the government have implemented the WIS (Website Interface Standards) for all future .gov.sg websites to follow. The Standards does include guidelines from W3C and also the WCAG1 accessibility guidelines.
Although you most probably won't find fully valid CSS, XHTML Strict govt sites, it will definitely improve the current horrible IE-only web browsing experience.
